It seems that most of the targets of Vision 2030 were overly ambitious which leads to the questions of “what theory of change” was envisaged during project design. For a vision to have impacts be they short, mid or long term, there needs to be behavioural change which must accompany the theory of change.  A midterm evaluation of the Vision would help identify gaps in project design and re-focus the vision as we move ahead. I suggest to Mr.Kibati that rather than completely move away from rainfed agriculture and into irrigated agriculture, we should possibly consoder both:improve the productivity of rainfed agriculture as we develop multipurpose water storage infrastructure which will not only help us with regulating the water flow during extreme events but also contribute to two things: energy security thro the development of mini hydros and diversification of livelihoods at the farm level and therefore enhancing food secitury. The complete move from from agriculture to manufacturing as suggested by Mr. Iraki has its flaws some of which are highlighted. We should add value to agricultural production. Kenya, and for that matter most African countries, cannot afford to ignore agriculture. It is our mainstay, which if properly managed ensures that a nation stays fed, earns some foreign exchange and can lead to structural transformation via the value-addition process. All this should go hand in hand with two other very important factors which we Economists miss most of the times: integrated water resources management and development including its transboundary aspects and land management.
