The Ministry of justice, National Cohesion and Constitutional Affairs is tasked with the special role of legislative reform through drafting Bills for Parliament to debate and enact them into law.

The ministry has stringently pursued reforms in the legal sector through the Governance, Justice, Law and Order Sector (GJLOS) programme. Legislative reforms are spearheaded by a semi-autonomous Government agency, the Kenya Law Reform Commission (KLRC).
