The Clinical Officers Council


The Clinical Officers Council have been known by several other titles, including hospital attendants and hospital assistants and later assistant medical officers and certified clinical officers. Today, the training, registration and licensing of all clinical officers is regulated by the Clinical Officers Council (COC), which was established by an Act of parliament – the Clinical Officers (Training Registration & Licensing) Act Cap 260 of 1989. The COC works to ensure that clinical officers are trained to address current health needs and deliver high quality health services.

While the training of clinical officers started 1928 with hospital-based certificate programs, today clinical officers are trained in 35 institutions across Kenya. In 2009, Mt. Kenya University began offering clinical officer education at the degree level. To date, the COC has registered over 13,000 clinical officers to practice in Kenya.
