The citation referred to my initiation of far-reaching reforms in the State Law Office, and for being involved in successful negotiations of many government contracts and agreements beneficial to the Government and also for leading the legal team that negotiated the East African Customs Union Protocol (2003/04)

PROFESSIONAL EXPERIENCE :
1979 to May 2003 : Private Legal Practice under the firm name and style of MATHENGE & MUCHEMI ADVOCATES . This is a medium size private legal practice, which I established in 1979 with offices in both Nairobi and Nyeri. I was the Managing Partner. Although we had a considerable clientele in both Civil and Criminal matters, we specialised mainly in Insurance, Commercial Work and Conveyancing. We also offered consultancy legal services to the United Nations and Specialised Agencies in Nairobi , as well as in the East African Region generally. We offered consultancy legal services to the South African High Commission in Nairobi as well.
We were on the panel of all the major Banks and Insurance companies in Nairobi .
I retired from private practice to join Public Service in May, 2003.
1997 to 1998 : I was appointed to represent the Co-operative Bank of Kenya Limited following the tragic August 1997 Nairobi United States Embassy Bombing. I was charged with the responsibility of identifying, articulating and quantifying all the legal claims of the Bank and all the employees who suffered personal injuries, death and material loss in addition to the claims of over 600 other individual clients who equally suffered material loss and injuries as a result of the Bomb Blast. I did process all those claims and worked very closely with U.S. Attorneys John Burris, John Sterns and Wayne Heron . Legal suits were filed in the United States .
1977 to 1978 : Worked as an Advocate with Mukunya & Company Advocates in Nairobi
1976 : Worked for a period of 4 months as a District Land Registrar in Meru District, Eastern Province
INTERNATIONAL AND REGIONAL ASSIGNMENTS
13 th to 18 th December 2005: Led the Legal team forming part of the Kenya Delegation to the 6 th WTO Ministerial Conference 2005 of the World Trade Organization held in Hong Kong , China .
17 th to 20 th October 2005: Attended as part of the Kenya Delegation to the Commonwealth Law Ministers Meeting held in Accra , Ghana .
17 th Sept to 8 th Oct 2005: Led the legal team that formed part of the Kenya Delegation to the Millennium Summit and the 60 th Session of the United Nationals General Assembly in New York City .
9 th to 10 th August 2005: Attended a High-Level Retreat for Ministers, Permanent Secretaries and Members of the East African Legislative Assembly held at Ngurdoto Mountain Lodge, Arusha , Tanzania .
4 th to 8 th August 2005: Attended as part of the Kenya Delegation to the 10 th Ordinary Session of the Council of Ministers held in Arusha , Tanzania . I led the legal team in the delegation.
27 th June to 1 st July 2005: Was the Chairman of the Inter-Ministerial Organising Committee for the highly successful 44 th Session of the Asian-African Legal Consultative Organization (AALCO) hosted by Kenya and attended by over 42 delegations comprising of Ministers of Justice and Attorneys-General, held in Nairobi with the special Theme ? Environmental Law and Sustainable Development ?. I was the Master of Ceremonies for all the Sessions and was responsible for all the arrangements and logistics for the meeting.
5 th to 9 th July 2005: Led the Legal Team forming part of the Kenya Delegation to the meeting of the Sectoral Council on Legal and Judicial Affairs held in Arusha , Tanzania . The meeting discussed the EAC Competition Bill, EAC SQMT Bill, amongst others.
13 th to 16 th June 2005: Led the Kenya Delegation to the 5 th Annual Regional Conference on International Humantarian Law held in Pretoria , South Africa . The meeting discussed ? State Ratification and Implementation of IHL Treaties’ .
27 th to 30 th May 2005: Attended as part of the Kenya Delegation to the Summit of EAC Heads of State on the Fast Tracking of the East African Federation , held in Dar es Salaam , Tanzania .
18 th to 21 st April 2005: Led the Kenya Delegation to the COMESA Meeting of Ministers of Justice and Attorneys-General held in Addis Ababa , Ethiopia . I was able to successfully lobby for the election of Mr. Nzamba Kitonga, SC, as the President of the COMESA Court of Justice.
17 th to 20 th February 2005: Led the Legal Team in the Kenya Delegation to the Session of Permanent Secretaries held prior to the EAC Council of Ministers Meeting held in Arusha , Tanzania .
3 rd to 5 th February 2005: Led the Legal Team forming part of the High-Level Kenya Delegation to the Bilateral Meeting between Kenya and Tanzania held in Dar es Salaam , Tanzania , to discuss the removal of Non-Tariff Barriers to Trade between the two PartnerStates.
20 th to 31 st December 2004: Led the Legal Team which formed part of the High-Level Technical Delegation which attended the meeting held in Arusha , Tanzania for the finalization of all technical matters preceding the coming into force of the EAC Customs Union Protocol on 1 st January, 2005.
16 th to 22 nd October 2004: Led the Kenya Delegation to the meeting of Senior Officials of the Commonwealth Law Ministers held at the Commonwealth Secretariat, Marlborough House, London , United Kingdom .
28 th June to 1 st July 2004: Was part of the High-Level Technical Team which went to Geneva , Switzerland to make a presentation to the United Nations on Kenya ‘s preparations to host the ? Nairobi Summit on Mine-Free World ? due to be held in November, 2004.
25 th to 27 th June 2004: Attended by special invitation an Informal High-Level Experts meeting on ? Current Challenges to International Humanitarian Law ? held at the Harvard Faculty Club, Harvard University , which was co-hosted by the Government of Switzerland and the Harvard Program on Humanitarian Policing and Conflict Research. The meeting was part of the IHL Research Initiative as known as the Alabama Process whose main objectives are to reaffirm humanitarian principles, to explore policy options for the development of international humanitarian law in order to accommodate the new and evolving realities of conflict situations, and harmonise views on the law’s application.
14 th to 18 th June 2004: Led the Kenya Delegation to the 4 th Annual Regional Conference on International Humanitarian Law organised by the International Committee of the Red Cross (ICRC), held in Pretoria , South Africa .
22 nd to 24 th April 2004: Led the legal team which attended the meeting of Finalization of Outstanding Technical matters on the EAC Customs Union Protocol , Permanent Secretaries Session held in Arusha , Tanzania .
17 th to 20 th March 2004: Led the Kenya Legal Team which attended the Joint Technical Negotiations on the Kenya-Uganda Compensation Fund , Permanent Secretaries Session, held in Arusha , Tanzania .
18 th Feb to 3 rd March 2004: Was part of the High-Level Technical Team that went to Arusha , Tanzania , to prepare for the Summit of the East African Heads of the State on 1 st to 2 nd March, 2004.
11 th to 15 th February 2004: Led the Legal Team that formed part of the Kenya Delegation attending the meeting of EAC Council of Ministers in Arusha , Tanzania .
10 th to 13 th January 2004: Led the Kenya Delegation which attended the meeting of the EAC Sectoral Council on Legal and Judicial Affairs in Arusha , Tanzania .
June 2003 to March 2004: Led the Kenya Legal Team to various meetings held in Arusha , Tanzania , to negotiate the East African Community Customs Protocol culminating with the East African Heads of State Summit on 2 nd march 2004 at which the said protocol was signed.
4 th to 16 th December 2003: Was part of 5 – man Kenyan High-Level Delegation led by the Minister for Justice & Constitutional Affairs to the Signing Conference of the UN Convention Against Corruption in the City of Merida, Mexico. Kenya became the first country in the world to Sign to Ratify the said Convention.
5 th to 7 th October 2003: Was part of the Kenya Delegation that accompanied H.E. the President on his first State Visit to the United States of America .
28 th Sept to 18 th Oct 2003: Led the Legal Team that was part of the Kenya Delegation to the 58 th Session of the United Nations General Assembly in New York .
June 2003 : Led the Kenya Delegation to the 3 rd Annual Regional Conference on International Humanitarian Law for Southern African States and Indian Ocean Islands held in Pretoria South Africa and sponsored by the International Commission of the Red Cross (ICRC).
15 th to 20 th June 2003: Led the Kenya Delegation to the 42 nd Session of the Asian ?African Legal Consultative Organization (AALCO) held in Seoul, South Korea where very important issues of International Law were discussed.

OTHER ACTIVITIES :
2003 to date: Member of the Ministerial Task Force appointed by the Minister for Justice & Constitutional Affairs in January 2005 on the ? Development of a Policy and Legal Framework for Legal Education in Kenya ? The Task Force completed its work in record time and submitted its Report to the Hon. Minister in January 2006, making far-reaching recommendations on the future training of lawyers in Kenya with necessary amendments to relevant statutory provisions.

1992 : Founder Director of Canopy Insurance Brokers Limited , a private Insurance Brokerage firm which deals with arranging and placing of specialised insurance cover for clients with all the major insurance companies in Kenya.
1999 : Founder Director and member of the Core Team which established the Kenya Diabetes Management and Information Centre (DMI Centre), a registered medical charity formed for the development of a comprehensive education programme for the improvement of knowledge and understanding of diabetes, and creating more public awareness on diagnosis, care, control and predisposing factors for this debilitating disease. We have organised several Youth Camps for young diabetics, started education programmes in schools and conducted many screening clinics in various centres within the Republic of Kenya . We are working closely with the World Diabetes Foundation (WDF) the International Diabetes Foundation (IDF), World Health Organisation (WHO) and the Ministry of Health in the collection of data on the prevalence of Diabetes countrywide, as well as working with the pharmaceutical companies for the reduction of the cost of diabetes drugs for needy patients.
